Canon 600d or 650d are indeed passed. Why not go for at least a 800d or 77d. There is replacement for the 800d coming(850d) but cost double the price and maybe not worth while for AP. I am still using my 60D today, if you shoot in Raw the picture quality is good even for todays standarts. You will get the body pretty cheap and as a beginner you will be the bottleneck for a long time. Its the photographer not the camera. Good cheap lenses are: Canon 50mm 1.8 STM Canon 70-200 f4 USM Canon 24mm f2.8 Sigma 17-50 f2.8
